90-day exponential decay, admin decision-trace and D97 parity-check, and discovery
3.0.0 — all layered on Arc 21 passports (derivation, ephemeral tier, challenge-verify sessions).
We explicitly do not ship automated slash, stablecoin staking, or cross-platform trust export; behavior and
constraint signals stay honest placeholders until a later arc.
